The No Child Left Behind law of 2001 left schools failing to make Annual Yearly Progress for three consecutive years facing serious consequences, including job loss, restructuring, or closure. Schools receiving Title I funding were especially vulnerable to the sanctions because of their high rates of students in poverty and inequity of achievement based on ethnicity. In order to support schools in jeopardy, one Midwest state identified the lowest performing Title I schools to receive assistance from the State System of Support. Support involved receiving an experienced leadership coach to develop the school principal’s capabilities to lead underperforming schools towards improving instruction, thus improving student achievement. Inspite of the advent of modern technology, note-taking activities are indispensable and have been relied upon by learners since time immemorial. Several combinations of proactive cognitive strategies, such as information processing, knowledge construction, levels of processing and generative processing, need to be activated by the learner for learning, examinations and work performance purposes. Effective note-taking facilitates learning and produces better academic performance. Students need help with their lecture notes. In the absence of a formal instructional program in note-taking strategies and techniques, and the lecturers’ lack of knowledge in such notetaking skills, the students’ note-taking behaviors remain idiosyncratic. The case study exposes the findings that effective note-taking is positively correlated with academic achievement.

Since reading is a strategic skill, students must have a strategy for comprehending the reading text and dealing with reading tasks especially answering reading comprehension questions (Roe et al., 2001). A questioning strategy utilized in developing reading comprehension skills is what Taffy Raphael refers to as Question- Answer Relationships or QAR (Nuttall, 2005).
